This means that you can't upgrade both mandates 10 times and will have to settle on either a 10/8 or 9/9 split. There are 19 Nanman nations in total, including Shamoke. You are not forced down a path and can both conquer and vassalize people at the same time. Both mandates have 10 levels, increasing the buff every time you conquer or vassalize a Nanman faction. These buffs come in the form of two unification mandates: Domination and Co-operation. Vassalizing a tribe will give you a buff to diplomacy, whilst conquering them gives you a buff to your armies. When you defeat another Nanman nation you get the option to either vassalize or conquer them outright. King Shamoke's special mechanic is quite straightforward.
